Update from U.S. Mission China Consular Services for December 12, 2022
海外美國公民的安全、健康和福祉是美國最高等級的優先事項。美國駐華使團正在非常關切地對當前的新冠疫情進行密切關注。在北京的美國駐華大使館以及美國駐中華人民共和國各地的領事館仍然對公眾開放。
The United States has no higher priority than the safety, health, and well-being of U.S. citizens overseas. The U.S. Mission to China is closely following the ongoing COVID-19 outbreak with great concern. The U.S. Embassy in Beijing and U.S. Consulates throughout the People’s Republic of China remain open to the public.
美國大使館以及所有領事館的美國公民服務處仍然有員工在崗，并繼續為有需要的美國公民提供服務。
The American Citizen Services units at the U.S. Embassy and all the Consulates remain staffed and continue to provide services to U.S. citizens in need.
由于新冠疫情，已在北京、廣州、上海和沈陽進行了常規簽證預約的非移民簽證申請者應使用https://www.ustraveldocs.com/cn/網頁中的申請者入口選擇后續日期重新進行預約。移民簽證預約保持不變。
Due to COVID-19, Nonimmigrant visa applicants scheduled for routine visa appointments in Beijing, Guangzhou, Shanghai, and Shenyang should use the applicant portal on https://www.ustraveldocs.com/cn/ to reschedule their appointment for a later date. Immigrant visa appointments remain unchanged.
使團使用智行者登記計劃（STEP）向社區中的美國公民發送信息與更新。欲收到這些信息，強烈鼓勵美國公民在STEPhttps://step.state.gov/上進行注冊登記。
The Mission uses the Smart Traveler Enrollment Program (STEP) to send messages and updates to U.S. citizens in the community. To receive these messages, U.S. citizens are strongly encouraged to register in STEP at https://step.state.gov/.

在11月中旬公布的2022年12月移民排期中，我們發現EB-2類別出現了全球排期。此外，美國國務院(DOS)在排期公告中指出，2022財年中約有5.7萬個親屬移民簽證名額未使用。根據規定，這些未使用的移民簽證名額，將被添加至2023財年職業移民簽證名額中，使整體簽證名額總量達19.7萬個。盡管有這樣的簽證名額調配，與2022財年相比，2023財年職業移民簽證名額總量仍少了逾8萬個。
DOS同時表示，由于申請數量的增加，加上2023財年的可用的簽證數量減少，在未來幾月內，中國大陸及印度申請人的EB-1申請很有可能出現排期，以將簽證使用量控制在2023財年的限額內。這種情況將被持續監測，必要情況下將出現相應的調整。DOS原文如下：
“Increased demand and number use in the Employment First category, combined with decreased visa number availability for FY-2023 compared to FY-2022, will most likely necessitate the establishment of final action dates and application filing dates for China and India in the coming months to hold number use within the maximum allowed under the FY-2023 annual limits. This situation will be continually monitored, and any necessary adjustments will be made accordingly.”
對于已遞交申請的中國大陸EB-1申請人而言，一旦EB-1出現排期，其優先日(Priority Date)將決定申請的推進速度。若優先日早于排期日期，申請人的I-485申請將不會受到影響；反之，移民局需等到排期到來后，才開始審理申請人的I-485申請。符合條件但還未遞交申請的申請人，當前應與專業移民公司聯絡，盡快開啟EB-1申請，避免后續排期的出現影響申請進程。
